Traffic Calming on Eden Ave The Yuba circle has been removed. It will be replaced with embossed crosswalks and pedestian standing areas. Also, the speed limit on Eden from Moorpark to Payne was changed to 25 mph. Construction is underway as of August 2003! Construction is expected to be complete by 12/31/2003. October 26, 2003
Sidewalks on Williams between Eden and Winchester. Improvements to Williams road between Eden and Winchester are complete. Includes new sidewalks, curbs, gutters, street lights, trees, and bulbouts on Eden. Comments include: "Wonderful", "No more dust after 47 years", "Really nice", "Very pleased".  There was no disruption of essential services during the work. The well-planned project took essentially two months from August to October. This was the biggest physical improvement to our neighborhood in at least 30 years. Nov. 2002
Version Light Rail Extension New extension from downtown to Version. Overpass going in at Hwy 17 and at Hamilton Ave (above grade crossing). Next community meetings are at 6pm on

*  February 27, 2002 @ the San Jose Fire Training Center @ 255 South Montgomery St, SJ.

Winchester SNI At the City Council Meeting on November 20, the City Council approved the neighborhood improvement plan for the Winchester area. What does this mean to us? The "Top Priority List" will now go into the implementation phase. Nov. 20, 2001
Rezoning of Orlandi Property at Moorpark and Winchester City Council approved the rezoning density to 20+ and height limitation increase from 50 ft to a new height of  75 feet tapered to 50ft at the Riddle homes (not 120 ft as Orlando proposed). This is equivalent to a 6 to 7 story building towering over the single family homes on Riddle Rd. Sept 25, 2001

    YOUR SUPPORT is needed for a presentation to the San Jose City Planning Commission. After the NAC gives a 10 minute presentation, each person from the neighborhood will have 2 minutes to speak in support of the plan. The comprehensive plan has been prioritized into a "Top 10 list". There are actually 14 items listed here in order by the amount of community support:

  1. Design and implement Winchester Blvd. improvements.
  2. Design/install permanent traffic calming devices along Eden Ave. between Moorpark and Hamilton.
  3. Seek additional funding for the Even Start family literacy program.
  4. Initiate cooperative agreements for joint use of school or church grounds for community parks and recreational use.
  5. Identify a location of the West Side Branch Library.
  6. Develop a street tree planting plan for residential streets and organize neighborhood plantings.
  7. Conduct traffic studies focused on reduction of cut-through traffic and speeding on residential streets; explore and mitigate neighborhood-wide impacts.
  8. Remove the public telephone booth outside F & W liquor store on Winchester at 3127 Williamsburg Dr.
  9. Stencil house numbers on curbs in residential areas.
  10. Improve neighborhood cleanup efforts.
  11. Develop a community center/sports complex at a local school in cooperation with Campbell Union School District or Moreland School District.
  12. Strengthen code enforcement for substandard properties.
  13. Amend the general plan and zoning of single-family residential lots along Winchester Blvd (in particular those lots on the east side between Greentree Way & Payne Ave, and from Williams Rd to Neal Ave) to allow mix use for commercial, office, and/or higher density residential developments consistent with the character of a Transit Oriented Development Corridor.
  14. Increase police presence throughout the Winchester area.

    We especially need your support for items that directly impact our neighborhood like items 2, 4, 5, 6, and 7.

    Background:   The Neighborhood Advisory Committee (NAC) was formed one year ago and is comprised of residents, business owners, and property owners in and around the Winchester Strong Neighborhoods Initiative project area. Richard & Betty Kabanek and Wayne & Mona Hall have represented ENA at the Winchester NAC meetings.  The NAC communicates the issues that are important to the neighborhood and business community directly to the City of San Jose officials who are responsible for the improvements in the Winchester SNI. The plan was developed through the collaborative efforts of the community, the NAC,and various City departments. The "Top 10 list" was created directly from the priorities set by the community at several community workshops.

    What's next:   Once the Planning Commission and City Council approve the plan, action will be taken on the "Top 10 list". A committee will be formed to make sure the implementation of the plan remains on schedule.

    sni_winchester.gif (5292 bytes)The Strong Neighborhoods Initiative (SNI) is a commitment made by the Mayor and the Council to unite with San Jose communities to strengthen City neighborhoods.
    Strong Neighborhoods is about cleaner, safer neighborhoods and connecting those neighborhoods to resources and to each other. It is listening to San Jose neighborhoods and responding to citywide priorities.
    By focusing resources from the City of San Jose, San Jose Redevelopment Agency, private investment, and public-private partnerships, the Strong Neighborhoods Initiative will:

  • Improve neighborhood conditions
  • Enhance community safety
  • Expand community services
  • Strengthen neighborhood associations
